Meeting No. 2

Tuesday, February 24, 2004

The Standing Committee on National Defence and Veterans Affairs met at 3:31 p.m. this day, in Room 362 East Block, the Chair, Pat O'Brien, presiding.

Members of the Committee present: Claude Bachand, Bill Blaikie, Murray Calder, Rick Casson, Cheryl Gallant, Jay Hill, Pat O'Brien, John O'Reilly, Janko Peric, Louis Plamondon, Hon. David Price, Hon. Jane Stewart and Bob Wood.

In attendance: Library of Parliament: Wolf Koerner, Analyst ; Michel Rossignol, Analyst.

The Committee proceeded to the consideration of matters related to Committee business.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Thursday, February 19, 2004, to consider the Committee’s future business and agreed to make the following recommendations:

That the following options be presented to the Committee for discussion:

OPTION A — That witnesses be given (10) minutes for their opening statement and, that during the questioning of witnesses, there be allocated in the First Round, nine (9) minutes to the Conservatives, seven (7) minutes to the Bloc Québécois, ten (10) minutes to the Liberals, and five (5) minutes to the New Democratic Party; and in the Second Round, five (5) minutes for each Party alternating between the government and the opposition parties. That when a Minister was in attendance in the first round of questioning ten (10) minutes be allocated to each of the opposition parties and ten (10) minutes to the Liberal party, and in a second round five (5) minutes to each party alternating between the government and the opposition parties.

OPTION B — That witnesses be given (10) minutes for their opening statement and, that during the questioning of witnesses, there be allocated in the First Round, seven (7) minutes each for the Conservatives, Bloc Québécois, Liberals, New Democratic Party; and in the Second Round, five (5) minutes for each Party in the same order”; and That when a Minister is in attendance in the first round of questioning ten (10) minutes be allocated to each of the opposition parties and ten (10) minutes to the Liberal party, and in a second round five (5) minutes to each party alternating between the government and the opposition parties.

That, pursuant to Standing Order 108(1)(a), the evidence taken by the Standing Committee on National Defence and Veterans Affairs in relation to its STUDY ON CANADA-UNITED STATES DEFENCE COOPERATION AND ON OTHER RELATED ISSUES during the Second Session of the present Parliament, be deemed adduced by the Committee in the current session.

That, the Committee meet with a delegation from the Parliament of Serbia and Montenegro Tuesday, February 24,2004 between 5:00 p.m. and 5:45 p.m.

It was agreed, — That the First report of the Subcomittee on Agenda and Procedure be concurred in.

Jay Hill moved, — That witnesses be given (10) minutes for their opening statement and, that during the questioning of witnesses, there be allocated in the First Round, nine (9) minutes to the Conservatives, seven (7) minutes to the Bloc Québécois, ten (10) minutes to the Liberals, and five (5) minutes to the New Democratic Party; and in the Second Round, five (5) minutes for each Party alternating between the government and the opposition parties. That when a Minister was in attendance in the first round of questioning ten (10) minutes be allocated to each of the opposition parties and ten (10) minutes to the Liberal party, and in a second round five (5) minutes to each party alternating between the government and the opposition parties.

Debate arose thereon.

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 8.

Bill Blaikie moved, — That witnesses be given (10) minutes for their opening statement and, that during the questioning of witnesses, there be allocated in the First Round, seven (7) minutes each for the Conservatives, Bloc Québécois, Liberals, New Democratic Party; and in the Second Round, five (5) minutes for each Party in the same order”; and That when a Minister is in attendance in the first round of questioning ten (10) minutes be allocated to each of the opposition parties and ten (10) minutes to the Liberal party, and in a second round five (5) minutes to each party alternating between the government and the opposition parties.

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 3.

On motion of Jay Hill, it was agreed, — That whenever the Main Estimates or the Supplementary Estimates are tabled in the House, the Committee invite the Minister and any relevant Senior Officials of a Department to appear at a televised meeting, if possible, of the Committee.

On motion of Jay Hill, it was agreed, — That whenever a Chapter of a Report of the Auditor General refers to a subject under the mandate of the Committee, the Committee invite the Office of the Auditor General of Canada and any relevant Senior Officials of a Department to appear at a televised meeting, if possible, of the Committee.

It was agreed, — That, pursuant to Standing Order 108(1)(a), the evidence taken by the Standing Committee on National Defence and Veterans Affairs in relation to its STUDY ON CANADA-UNITED STATES DEFENCE COOPERATION AND ON OTHER RELATED ISSUES during the Second Session of the present Parliament, be deemed adduced by the Committee in the current session.

It was agreed, — That the Chair convey to the Government Whip the motion of Mr. Blaikie, agreed to February 19, 2004, concerning the Parliamentary Secretary.

It was agreed, — That the Clerk be instructed to invite the Minister of National Defence to appear before the Committee on two occasions, if possible at televised meetings .

It was agreed, — That the Clerk be asked to distribute copies of a report the Committee prepared in June 2000 on missile defence.

It was agreed, — That the Committee continue its study from the previous session on Canada - United States defence cooperation and other related issues.

At 4:41 p.m., the Committee adjourned to the call of the Chair.
