Meeting No. 9

Tuesday, March 30, 2004

The Standing Committee on Foreign Affairs and International Trade met at 3:30 p.m. this day, in Room 371 West Block, the Chair, Bernard Patry, presiding.

Members of the Committee present: Stockwell Day, Francine Lalonde, Paul Harold Macklin, Diane Marleau, Alexa McDonough, Dan McTeague, Bernard Patry, Beth Phinney, Karen Redman, Raymond Simard and Bryon Wilfert.

Acting Members present: Yves Rocheleau for Stéphane Bergeron.

Other Members present: Joe Clark.

In attendance: Library of Parliament: James Lee, Analyst ; Marcus Pistor, Analyst.

Witnesses: Department of Foreign Affairs and International Trade: Marc Lortie, Assistant Deputy Minister, Americas; Christian Lapointe, Director, Carribean & Central America Division. Canadian International Development Agency: Guillermo E. Rishchynski, Vice-President, Americas Branch; Diane Vermette, Director, Haiti, Cuba and Dominican Republic Division, Americas Branch. Department of National Defence: Cmdre Jacques Gauvin, Chief of Staff J3. Friends of the Simon Wiesenthal Center for Holocaust Studies: Leo Adler, Director of National Affairs.

The Committee discussed its future business

It was agreed, — That, pursuant to Standing Order 108(2), the Committee consider the issue of declaring suicide bombing directed at innocent civilians a crime against humanity.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March 11, 2004, the Committee resumed its study on the situation in Haiti.

Marc Lortie, Guillermo Rishchynski and Commodore Jacques Gauvin made statements and with Diane Vermette answered questions.

At 5:07 p.m., the sitting was suspended.

At 5:12 p.m., the sitting resumed.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee earlier today, the Committee commenced consideration of the issue of declaring suicide bombing directed at innocent civilians a crime against humanity.

Leo Adler made a statement and answered questions.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
