The Vice-Chair (Ms. Madeleine Dalphond-Guiral (Laval Centre, BQ)): Now that there are three of us, I can bring down my mallet and declare this meeting open. But the fact remains that my colleague must sit on another committee and if he leaves in five minutes, our quorum will have lasted five minutes. Personally, this does not suit me very well.
I think that our witnesses deserve the greatest respect and it is elementary that Ms. Leung and I demonstrate that we are here because this is part of our work and our responsibility, and we deplore that we cannot begin the committee in a satisfying and open atmosphere. So, I think that we are going to have to give everyone their leave. I am so very sorry that you came here for nothing, but I can guarantee you that the next time we will have more than a mere quorum.
