Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Ms. Copps (Minister of Canadian Heritage) , seconded by Mr. Pettigrew (Minister for International Trade) , Bill C-36, An Act to establish the Library and Archives of Canada, to amend the Copyright Act and to amend certain Acts in consequence, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act to establish the Library and Archives of Canada, to amend the Copyright Act and to amend certain Acts in consequence”.

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Sauvageau (Repentigny) presented the report of the Canadian parliamentary delegation of the Assemblée parlementaire de la Francophonie (APF) respecting its participation at the meeting of the APF Committee on Education, Communication and Cultural Affairs, held in Châlons-en-Champagne, France, from April 15 to 18, 2003. — Sessional Paper No. 8565-372-52-05.

Presenting Reports from Committees

Mr. Bélanger (Ottawa—Vanier) , from the Standing Committee on Official Languages, presented the Seventh Report of the Committee, “Immigration as a Tool for the Development of Official Language Minority Communities”. — Sessional Paper No. 8510-372-71.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Toews (Provencher) , seconded by Mr. Spencer (Regina—Lumsden—Lake Centre) , moved, — That this House call upon the government to bring in measures to protect and reassert the will of Parliament against certain court decisions that: (a) threaten the traditional definition of marriage as decided by the House as, “the union of one man and one woman to the exclusion of all others”; (b) grant house arrest to child sexual predators and make it easier for child sexual predators to produce and possess child pornography; and (c) grant prisoners the right to vote.

Debate arose thereon.

Bill C-10A, An Act to amend the Criminal Code (firearms) and the Firearms Act.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-416, An Act to amend the Criminal Code and the Youth Criminal Justice Act (sentencing principles).

Mr. Pallister (Portage—Lisgar) , seconded by Mrs. Hinton (Kamloops, Thompson and Highland Valleys) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.
