Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Dhaliwal (Vancouver South—Burnaby) , seconded by Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) , Bill C-14, An Act providing for controls on the export, import or transit across Canada of rough diamonds and for a certification scheme for their export in order to meet Canada's obligations under the Kimberley Process, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act providing for controls on the export, import or transit across Canada of rough diamonds and for a certification scheme for their export in order to meet Canada's obligations under the Kimberley Process”.

By unanimous consent, it was resolved, — That the House, noting that Nigeria has signed and ratified many international human rights legal instruments and is a leading proponent of the New Plan for Africa's Development, a central pillar of which is good governance and respect for human rights, and that the government of Nigeria has declared extreme Sharia punishments unconstitutional, request that the President of Nigeria, President Obasanjo, take all necessary steps to prevent the execution of the death sentence against Amina Lawal as in the case of Safiya Hussaini last February.
