MINUTES OF PROCEEDINGS

Meeting No. 1

Wednesday, February 26, 2003

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:30 p.m. this day, in Room 208, West Block.

Members of the Sub-Committee present: Colleen Beaumier, Bill Casey, Irwin Cotler, Deepak Obhrai, Svend Robinson, Yves Rocheleau.

Acting Members present:  Marlene Jennings for Karen Kraft Sloan, Bernard Patry for Gurbax Malhi and Guy St. Julien for Beth Phinney.

Other Member present:  Sarkis Assadodourian

In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee, Research Officer.

Pursuant to Standing Order 106(1), the Clerk presided over the election of a Chair.

On a motion by Bernard Patry, it was agreed, -- That Irwin Cotler be elected Chair of the Sub-Committee.

Accordingly Irwin Cotler was duly elected Chair of the Sub-Committee and took the Chair.

On a motion by Bernard Patry, it was agreed, -- That Deepak Obhrai be elected Vice-Chair of the Sub-Committee.

On a motion by Deepak Obhrai, it was agreed, -- That Colleen Baumier be elected Vice-Chair of the Sub-Committee.

It was agreed, -- That the Sub-Committee retain the services of the Parliamentary Research Branch of the Library of Parliament for Research Officers to assist the Sub-Committee.

On a motion by Yves Rocheleau, it was agreed, - That the Sub-Committee follow the procedure of the Standing Committee on Foreign Affairs and International Trade with respect to the order of questioning witnesses and that 10 minutes be allotted to the first questioner from each party for every hearing with witnesses.

The Sub-Committee discussed its future business.

Svend Robinson moved, -- That the Committee resume consideration of human rights, development and other matters in Sudan in conformity with the motion adopted by the Sub-Committee during the first session on June 5, 2002.

After debate the question was put on the motion and it was agreed to.

By unanimous consent it was agreed, -- That the Committee consider the Order of Reference of the Standing Committee on Foreign Affairs and International Trade of October 28, 2002, as amended on February 18, 2003, which is as follows:

                        Ordered , -- That consideration of the urgent matter of the humanitarian

catastrophe in African states be referred to the Sub-Committee on Human Rights and International Development and that the Sub-Committee prepare recommendations for solutions to address the crisis.

 

On a motion by Svend Robinson, it was agreed, -- That Stephen Lewis, Special Envoy of the Secretary-General of the United Nations for HIV/AIDS in Africa be invited to appear on April 1, 2003 in relation to the study on the humanitarian catastrophe in Africa.

 

On a motion by Svend Robinson, it was agreed, --That in relation to the study on the humanitarian catastrophe in Africa, the Secretary of State (Latin America and Africa) along with officials from the Department of Foreign Affairs and International Trade and the Canadian International Development Agency (CIDA) be called to appear on the situation in Zimbabwe on March 18, 2003.

 

At 3:58 p.m., the Committee adjourned to the call of the Chair.
