MINUTES OF PROCEEDINGS

Meeting No. 7

Thursday, January 30, 2003

The Standing Committee on National Defence and Veterans Affairs met at 9:20 a.m. this day, in Room 307, West Block, the Chair, David Pratt, presiding.

Members of the Committee present: Claude Bachand, Cheryl Gallant, Joe McGuire, David Pratt, David Price, Peter Stoffer, Elsie Wayne.

Acting Members present: Ivan Grose for Robert Bertrand; Roy Cullen for Anita Neville.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Michel Rossignol, Research Officer.

The Committee considered its future business.

The Chair presented the Second Report of the Subcommittee on Agenda and Procedure which reads as follows:

Your Sub-Committee met on Tuesday, January 28, 2003 to consider the Committee’s future business and agreed to make the following recommendations:

1.—That the Standing Committee on National Defence and Veterans Affairs undertake a study on Canada-United States Defence Co-operation and on other related matters;

2.—That the Chair ask the Clerk of the Committee to prepare a travel budget for a fact finding mission to the United States from May 5 to 16, 2003;

3.—That the Chair extend an invitation to the Ambassador of the United States in Canada, His Excellency Paul Cellucci, as well as to the Defence and Air Attaché, Colonel Lowell Richard Boyd, for an informal dinner meeting at the Parliamentary Restaurant.

On motion of Elsie Wayne, seconded by David Price, the report was concurred in.

The Committee considered a list of possible witnesses.  It was agreed that the following witnesses be added:

-         representatives from the Reserves;

-         Vice-Admiral Dusty Miller;

-         Bruce MacDonald, Royal United Service Institute;

-         Vice-Admiral Maddison;

-         General (Retired) Lou Cuppens

-         the Hon. Lloyd Axworthy;

-         Prof. David Charters.

It was also agreed, - That the study outline will be modified to include the items indicated by Claude Bachand (treaties, memoranda of understanding, etc.).

At 9:40 a.m., the Committee adjourned to the call of the Chair.
