The Standing Committee on National Defence and Veterans Affairs met at 11:02 a.m. this day, in Room 362 East Block, the Chair, David Pratt, presiding.

 

Members of the Committee present: Claude Bachand, Robert Bertrand, Bill Blaikie, Ivan Grose, Jay Hill, Dominic LeBlanc, Joe McGuire, Lawrence O'Brien, Janko Peric, David Pratt and Elsie Wayne.

 

Acting Members present: Deborah Grey for Rob Anders, John O'Reilly for David Price, Diane St-Jacques for Lawrence O'Brien, Yolande Thibeault for Anita Neville, Alan Tonks for Anita Neville and Bob Wood for Lawrence O'Brien.

 

In attendance: House of Commons: Jeffrey LeBlanc, Legislative Clerk. Library of Parliament: Wolf Koerner, Analyst; Michel Rossignol, Analyst.

 

Witnesses: Department of National Defence: Col L.J. Colwell, Director General, Compensation and Benefits; LCol Claude Rochette, Project Director, Canadian Forces Pension Modernization Project.

 

Col L.J. Colwell made a statement and, with the other witness, answered questions.

 

At 11:19 a.m., the sitting was suspended.

At 11:50 a.m., the sitting resumed.

 

The witnesses answered further questions.

 
Pursuant to the Order of Reference of Friday, September 26, 2003, the Committee commenced consideration of Bill C-37, An Act to amend the Canadian Forces Superannuation Act and to make consequential amendments to other Acts.
 

Clause 1 carried.

 

Jay Hill moved, — That Bill C-37, in Clause 2, be amended by adding after line 26 on page 1 the following:

“(1.1) Regulations under this section respecting any benefit, entitlement or right of a contributor may be made only on the recommendation of the Minister after the Minister has consulted with the contributors and taken their views into consideraton.”

Debate arose thereon.

 

After debate, the question was put on the amendment of Jay Hill and it was negatived.

 

Clause 2 carried.

 

Clauses 3 to 22 inclusive carried severally.

 

Jay Hill moved, — That Bill C-37, in Clause 23, be amended by adding after line 11 on page 21 the following:

“(1.1) Regulations under this section respecting any benefit, entitlement or right of a contributor may be made only on the recommendation of the Minister after the Minister has consulted with the contributors and taken their views into consideraton.”

The question was put on the amendment of Jay Hill and it was negatived.

 

Clause 23 carried.

 

Clauses 24 to 35 inclusive carried severally.

 

Jay Hill moved, — That Bill C-37, in Clause 36, be amended by adding after line 30 on page 24 the following:

“(1.1) Regulations under this section respecting any benefit, entitlement or right of a contributor may be made only on the recommendation of the Minister after the Minister has consulted with the contributors and taken their views into consideraton.”

The question was put on the amendment of Jay Hill and it was negatived.

 

Clause 36 carried.

 

Clauses 37 to 71 inclusive carried severally.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Dominic LeBlanc, it was agreed, — That the Committee travel to Washington, D.C., Carlisle, PA, Norfolk, Virginia and Colorado Springs, Colorado, from November 16 to 21, 2003 in relation to its study on Canada - United-States Defence Cooperation and on other related issues.

 

On motion of Dominic LeBlanc, it was agreed, — That the proposed budget in the amount of $ 144,940.42, for the Committee’s travel to Washington, D.C., Carlisle, PA, Norfolk, Virginia and Colorado Springs, Colorado, on November 16 to 21, 2003 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

At 12:25 p.m., the Committee adjourned to the call of the Chair.
