MINUTES OF PROCEEDINGS

Meeting No. 21

Tuesday, April 29, 2003

The Standing Committee on Official Languages met in camera at 9:16 a.m. this day, in Room 269, West Block, the Chair, Mauril Bélanger, presiding.

Members of the Committee present: Mark Assad, Mauril Bélanger, Eugène Bellemare, John Bryden, Yvon Godin, Scott Reid, Benoît Sauvageau, Raymond Simard and Yolande Thibeault.

In attendance: From the Library of Parliament: Marion Ménard, analyst.

The Committee commenced consideration of questions related to the Committee’s Business.

It was agreed, - That the Committee adopt the travel budget in the amount of $182,190 for the study of the subject-matter of Bill C-202 and other complementary questions regarding official languages such as the Government Action Plan for Official Languages and Part VII of the Official Languages Act, and that the Chair present the said budget to the Budget Sub-Committee of the Liaison Committee.

It was agreed, - That the Committee adopt the proposed operational budget in the amount of $73,200 for the study of the subject-matter of Bill C-202 and that the Chair present the said budget to the Budget Sub-Committee of the Liaison Committe.

It was agreed, - That the proposed work plan about the subject-matter of Bill C-202 and the potential witness list be adopted.

It was agreed, - That, in relation to the study of the subject-matter of Bill C-202, Committee Members be invited to submit their potential witness list to the clerk before Friday, May 2, 2003.

It was agreed, - That the Minister of National Defence and the Chief of Defence Staff of the Canadian Forces be invited to appear before the Committee on May 6.

It was agreed, - That the Committee host a lunch and meeting for the joint delegation of the Committee of nationalities and the Committee on culture and tourism of the State Duma of the Federal Assembly of the Russian Federation next May.

It was agreed, - That the Commissioner of Official Languages be invited to appear on May 14, regarding the Study of the Main Estimates for the fiscal year ending on March 31, 2004.

It was agreed, - That the Standing Committee on Official Languages express its support for the initiative of Mauril Bélanger, M.P. (Ottawa-Vanier), in the Quigley v. Canada (House of Commons) case, and request the House of Commons suggest to its Board of Internal Economy to make available a maximum budget of $30,000 to cover a portion of the legal fees incurred by Mr. Bélanger for his role as intervener in this case.

It was agreed, - That the Chair report this motion to the House.

Pursuant to Standing Order 108(3)(d), the Committee commenced consideration of the draft report relating to the study entitled "Immigration and Official Language Minority Communities".

At 10:30 a.m., the Committee adjourned to the call of the Chair.
