    The Chair (Mr. Tom Wappel (Scarborough Southwest, Lib.)): I call the meeting to order.

    We have two items of business today. The first is the election of the vice-chair, the second is consideration of the draft report on aquaculture.

    With your permission, colleagues, I would like to conclude this meeting, assuming it isn't concluded earlier, no later than 12:45. The clerk and I have to be at the liaison committee meeting at 1 o'clock, and we both have to go back to our offices.

    I'm going to invite the clerk of our committee to take over for the purposes of electing the vice-chair.

    The Clerk of the Committee: Thank you very much, Mr. Chairman.

    Pursuant to Standing Order 106(2), I'm ready to receive motions for the election of a vice-chair from the government side.

    Mr. R. John Efford (Bonavista—Trinity—Conception, Lib.): I want to nominate Bill Matthews from the great province of Newfoundland and Labrador.

    The Chair: By the way, I guess I forgot to mention that I did receive a letter of resignation from our former vice-chair, Mr. Cuzner, because of his duties as Parliamentary Secretary to the Prime Minister.

    The Clerk: Are there any other motions?

    As I see no other motions, is it the pleasure of the committee to adopt the motion that Bill Matthews be elected vice-chair of the committee?

    Mr. Bill Matthews (Burin—St. George's, Lib.): Thank you for your overwhelming support.

    The Chair: Congratulations, Mr. Matthews. It's good to note that there is a member from Atlantic Canada replacing a member from Atlantic Canada as the vice-chair on the government side. Hopefully, that will not a cause a storm of criticism, but you never know.
