MINUTES OF PROCEEDINGS

Meeting No. 15

Thursday, February 13, 2003

The Standing Committee on Fisheries and Oceans met at 11:11 a.m. this day, in Room 536, Wellington Building, the Chair, Tom Wappel, presiding.

Members of the Committee present: Andy Burton, John Cummins, Georges Farrah, Loyola Hearn, Bill Matthews, Joe Peschisolido, Carmen Provenzano, Jean-Yves Roy, Peter Stoffer, Tom Wappel, Bob Wood.

Acting Members present:  John Maloney for Rodger Cuzner, Derek Lee for R. John Efford, Kevin Sorenson for Reed Elley.

In attendance: From the Library of Parliament: François Côté and Alan Nixon, research officers.

Tom Wappel presented the Second Report of the Subcommittee on Agenda and Procedure which was as follows: 

“Your Subcommittee recommends that the Committee adopt the following programme:

That the Committee’s tenth report in the first session of the 37th Parliament, “Foreign Overfishing – Its Impacts and Solutions: Conservation on the Nose and Tail of the Grand Banks and the Flemish Cap”, be translated into the languages of the member countries of NAFO;

That the Committee invite representatives from the Pacific Fisheries Resource Conservation Council to appear before the Committee on February 20, 2003, concerning aquaculture;

That, in relation to its study on the Canadian Coast Guard, the Committee travel to Norway, Iceland and Australia;

That, in relation to its study on the Atlantic fishery, the Committee travel to the Atlantic provinces.”

On motion of Peter Stoffer, it was agreed, - That the second report of the Subcommittee on Agenda and Procedure be concurred in.

On motion of Jean-Yves Roy, it was agreed, - That the Committee invite representatives from the Department of Fisheries and Oceans, the Department of the Environment and the Department of Transport to appear before the Committee on February 26, 2003, concerning invasive species.

Carmen Provenzano moved - That, notwithstanding any previous motion, the Committee move forthwith to consider and complete consideration of the draft report on aquaculture and that no new business be considered until the report has been disposed with.

After debate, by unanimous consent, the motion was withdrawn.

At 11:35 a.m., the sitting was suspended.

At 11:37 a.m., the sitting resumed in camera.

Pursuant to Standing Order 108(2), the Committee resumed consideration of its study of aquaculture in Canada (See Minutes of Proceedings, Thursday, November 7, 2002, Meeting No. 2).

The Committee resumed consideration of a draft report.

At 12:32 p.m., the Committee adjourned to the call of the Chair.
