MINUTES OF PROCEEDINGS

Meeting No. 1

Tuesday, November 5, 2002

The Standing Committee on Fisheries and Oceans met at 11:09 a.m. this day, in Room 705, La Promenade Building, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

Members of the Committee present: Sarkis Assadourian, Andy Burton, John Cummins, Rodger Cuzner, Loyola Hearn, Dominic LeBlanc, Yves Rocheleau, Jean-Yves Roy, Paul Steckle, Peter Stoffer, Tom Wappel.

Acting Members present: Claude Duplain for the Hon. Wayne Easter, R. John Efford for Lawrence O’Brien, Paul Harold Macklin for Bill Matthews, John McKay for Georges Farrah, Maurice Vellacott for Reed Elley.

In attendance: From the Committees Directorate of the House of Commons: William Farrell, procedural clerk.

The Clerk of the Committee presided over the election of a Chair.

Sarkis Assadourian moved, - That Tom Wappel be elected Chair of the Committee.

By unanimous consent, the Committee proceeded to the election of the Chair by secret ballot.

The ballots having been counted, the Clerk declared Tom Wappel duly elected Chair of the Committee.

Accordingly, Tom Wappel took the Chair.

Pursuant to Standing Order 106(2), the Committee proceeded to the election of Vice-Chairs.

John McKay moved, - That Rodger Cuzner be elected Government Vice-Chair of the Committee.

R. John Efford moved, - That Paul Steckle be elected Government Vice-Chair of the Committee.

By unanimous consent, the Committee proceeded to the election of the Government Vice-Chair by secret ballot.

The ballots having been counted, Rodger Cuzner was elected Government Vice-Chair of the Committee.

Andy Burton moved, - That John Cummins be elected Opposition Vice-Chair of the Committee.

Rodger Cuzner moved, - That Peter Stoffer be elected Opposition Vice-Chair of the Committee.

By unanimous consent, the Committee proceeded to the election of the Opposition Vice-Chair by secret ballot.

The ballots having been counted, Peter Stoffer was elected Opposition Vice-Chair of the Committee.

On motion of Loyola Hearn, at 11:30 a.m., the Committee adjourned to the call of Chair.
