Meeting No. 11

Thursday, February 20, 2003

The Legislative Committee on Bill C-17 met in a televised session at 8:35 a.m. this day, in Room 253-D, Centre Block, the Chair, Bob Kilger, presiding.

Members of the Committee present:  Garry Breitkreuz, Bev Desjarlais, Marlene Jennings, Bob Kilger, Mario Laframboise, Steve Mahoney, John O'Reilly, Beth Phinney, Marcel Proulx, Darrel Stinson, Myron Thompson.

Other Member present:  Gary Lunn.

In attendance: From the Library of Parliament:  Margaret Young, Analyst.

Witnesses:  From the Department of Transport: John A. Read, Director General. From the Department of the Solicitor General: Patricia J. Hassard, Assistant Deputy Solicitor General, Policing and Law Enforcement Branch. From the Royal Canadian Mounted Police: Garry Loeppky, Deputy Commissioner. From the Department of Natural Resources: Christopher Watson, Chief Inspector of Explosives, Director, Explosives Regulatory Division; David McCulloch, Inspector of Explosives; Anne-Marie Fortin, Counsel. From the National Firearms Association: James M. Hinter, National President; David A. Tomlinson, Legal Chairman. From the Canadian Shooting Sports Association: Tony Bernardo, Executive Director.

The Committee resumed consideration of Bill C-17, Public Safety Act 2002.

John A. Read, Patricia J. Hassard and Garry Loeppky made statements and answered questions.

At 9:43 a.m., the sitting was suspended.

At 9:48 a.m., the sitting resumed and John O’Reilly took the Chair.

Christopher Watson made a statement and, with the other witnesses from the Department of Natural Resources, answered questions.

At 10:26 a.m., the sitting was suspended.

At 10:31 a.m., the sitting resumed and Bob Kilger took the Chair.

James M. Hinter and Tony Bernardo made statements and, with the other witness from the National Firearms Association, answered questions.

At 11:14 a.m., the Committee adjourned to the call of the Chair.
