Mr. Williams (St. Albert), from the Standing Committee on Public Accounts, presented the Fourth Report of the Committee (Public Accounts of Canada 1999-2000). -- Sessional Paper No. 8510-371-29.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Tobin (Minister of Industry), seconded by Ms. Copps (Minister of Canadian Heritage), -- That Bill S-17, An Act to amend the Patent Act, be now read a second time and referred to the Standing Committee on Industry, Science and Technology.

The debate continued.

ROYAL ASSENT

The Speaker informed the House that the Honourable the Deputy Governor General will proceed to the Senate today at 4:00 p.m. for the purpose of giving the Royal Assent to certain Bills.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill S-16, An Act to amend the Proceeds of Crime (Money Laundering) Act.

Mr. Collenette (Minister of Transport) for Mr. Martin (Minister of Finance), seconded by Mr. Boudria (Leader of the Government in the House of Commons), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

By unanimous consent, Mr. Bevilacqua (Vaughan -- King -- Aurora), from the Standing Committee on Finance, presented the Seventh Report of the Committee (Bill C-26, An Act to amend the Customs Act, the Customs Tariff, the Excise Act, the Excise Tax Act and the Income Tax Act in respect of tobacco, with amendments). -- Sessional Paper No. 8510-371-30.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Martin (Minister of Finance), seconded by Mr. Boudria (Leader of the Government in the House of Commons), -- That Bill S-16, An Act to amend the Proceeds of Crime (Money Laundering) Act, be now read a second time and referred to the Standing Committee on Finance.

ROYAL ASSENT

A Message was received from the Honourable Ian Binnie, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the House in the Senate.

Accordingly, the Speaker, with the Commons, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that, when the Commons had been in the Senate, the Honourable the Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

Bill S-5, An Act to amend the Blue Water Bridge Authority Act -- Chapter No. 3;

Bill S-4, A First Act to harmonize federal law with the civil law of the Province of Quebec and to amend certain Acts in order to ensure that each language version takes into account the common law and the civil law -- Chapter No. 4;

Bill C-2, An Act to amend the Employment Insurance Act and the Employment Insurance (Fishing) Regulations -- Chapter No. 5.

Bill S-2, An Act respecting marine liability, and to validate certain by-laws and regulations -- Chapter No. 6.

Mr. Duhamel (Minister of Veterans Affairs) for Mr. Collenette (Minister of Transport), seconded by Mrs. Stewart (Minister of Human Resources Development), moved, -- That the Bill, as amended, be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill, as amended, was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Duhamel (Minister of Veterans Affairs) for Mr. Collenette (Minister of Transport), seconded by Mrs. Stewart (Minister of Human Resources Development), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.

The House resumed consideration of the motion of Ms. Copps (Minister of Canadian Heritage), seconded by Ms. Caplan (Minister of Citizenship and Immigration), -- That Bill C-10, An Act respecting the national marine conservation areas of Canada, be now read a second time and referred to the Standing Committee on Canadian Heritage.

The debate continued.

Mr. Burton (Skeena), seconded by Mr. Epp (Elk Island), moved the following amendment, -- That the motion be amended by deleting all the words after the word ''That'' and substituting the following:

``Bill C-10, An Act respecting the national marine conservation areas of Canada, be not now read a second time but that the Order be discharged, the Bill withdrawn, and the subject-matter thereof referred to the Standing Committee on Canadian Heritage.''

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Robinson (Burnaby -- Douglas), seconded by Ms. Davies (Vancouver East), moved, -- That, in the opinion of this House, the Canadian government should lead efforts at the United Nations to lift the economic sanctions imposed upon Iraq since 1991, which have served only to inflict severe suffering on civilians, especially the most vulnerable members of the Iraqi population, namely the elderly, the sick and children. (Private Members' Business M-83)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
