At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-234, An Act to amend the Supreme Court Act.

Mr. Bryden (Ancaster -- Dundas -- Flamborough -- Aldershot), seconded by Mr. St-Julien (Abitibi -- Baie-James -- Nunavik), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

By unanimous consent, Mr. Elley (Nanaimo -- Cowichan), seconded by Mr. Strahl (Fraser Valley), moved, -- That the government stipulate that in all contribution agreements between the Federal Government and individual Indian Bands, the use of any public funds be publicly reported and audited.

Debate arose thereon.

Mr. Vellacott (Saskatoon -- Wanuskewin), seconded by Mr. Thompson (Wild Rose), moved the following amendment, -- That the motion be amended by adding the word ``immediately'' before the word ``stipulate''.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Forseth (New Westminster -- Coquitlam -- Burnaby), seconded by Mr. Fitzpatrick (Prince Albert), Bill C-303, An Act to amend the Criminal Code (proceeds of crime), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Questions on Order Paper

Mr. Szabo (Parliamentary Secretary to the Minister of Public Works and Government Services) presented the answer to question Q-5 on the Order Paper.

QUESTION OF PRIVILEGE

A question of privilege having been raised by Mr. Toews (Provencher), the Speaker ruled that there was a prima facie case of privilege;

Whereupon, Mr. Toews (Provencher), seconded by Mr. Elley (Nanaimo -- Cowichan), moved, -- That the matter of the question of privilege raised on March 14, 2001 by the Member for Provencher regarding the Department of Justice briefing the media on Bill C-15, An Act to amend the Criminal Code and to amend other Acts, prior to it being tabled in the House of Commons and at the exclusion of Members of Parliament be referred to the Standing Committee on Procedure and House Affairs.

Debate arose thereon.

The question was put on the motion and it was agreed to.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Elley (Nanaimo -- Cowichan), seconded by Mr. Strahl (Fraser Valley), in relation to the Business of Supply;

And of the amendment of Mr. Vellacott (Saskatoon -- Wanuskewin), seconded by Mr. Thompson (Wild Rose).

The debate continued.

At 6:15 p.m., pursuant to Standing Order 81(16), the Speaker interrupted the proceedings.

The question was put on the amendment and it was negatived on division.

Pursuant to Standing Order 81(16), the question was put on the main motion and it was agreed to.

ADJOURNMENT PROCEEDINGS

At 6:16 p.m., by unanimous consent, the question ``That this House do now adjourn'' was deemed to have been proposed.

After debate, the question was deemed to have been adopted.

Accordingly, at 6:31 p.m., the Speaker adjourned the House until tomorrow at 10:00 a.m., pursuant to Standing Order 24(1).
