The Special Committee on Non-Medical Use of Drugs met at 1:24 p.m. this day, in the Empire Ballroom, Fairmont Hotel MacDonald, Edmonton, Alberta, the Chair, Paddy Torsney, presiding.

Members of the Committee present: Dominic LeBlanc and Paddy Torsney.

In attendance: From the Library of Parliament: Chantal Collin and Marilyn Pilon, research officers.

Witnesses: From the Rocky Mountain House Native Friendship Centre: Ellen Sanderson. From the Métis Indian Town Alcohol Association: Doug Bellerose, Executive Director. From the Native Counselling Services of Alberta: Allen Benson, Chief Executive Officer. From the Native Addictions Services Society: Shawn Meier, Programme Manager.

Pursuant to the Order of Reference adopted by the House of Commons on Thursday, May 17, 2001, the Order of Reference of Wednesday, April 17, 2002, referring the subject matter of Bill C-344, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act (marihuana) to the Special Committee, and the Order of Tuesday, May 7, 2002, the Committee resumed consideration of the factors underlying or relating to the non-medical use of drugs (See Minutes of Proceedings of Thursday, June 7, 2001, Meeting No. 1).

The witnesses made opening statements and answered questions.

At 3:15 p.m., the Committee adjourned to the call of the Chair.
