The Standing Committee on Public Accounts recommended:

That the Canada Customs and Revenue Agency consider strengthening the capacity of its CPP/EI rulings and appeals units by making the expertise of its investigations units available to them in cases involving suspected fraud, and report its progress in its performance reports beginning with the report for the period ending 31 March 2002.

RESPONSE

The Government agrees with this recommendation.

Training packages have been developed and delivered in an effort to strengthen the capacity of the CPP/EI rulings and appeals units.

The CCRA has committed to assigning requests, for which HRDC suspects EI fraud or abuse, to trained CCTROs and CCTOAs.

CCTROs will make use of the CCRA’s Forensic Document and Investigations areas, as well as forensic accountants, industry-specific experts, and local law enforcement to support the investigation.  The CCOTAs will liaise with these same areas and experts when clarification of the facts they provided is required.

The CCRA will report its progress in its performance report beginning with the report for the period ending March 31, 2002.
