Thursday, May 17, 2001

The Standing Committee on Industry, Science and Technology met at 9:00 a.m. this day, in Room 269, West Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Reg Alcock, Mauril Bélanger, Pierre Brien, John Cannis, Bev Desjarlais, Marlene Jennings, Walt Lastewka, Dan McTeague, James Rajotte, Andy Savoy, Paddy Torsney and Susan Whelan.

In attendance: From the Library of Parliament: Geoffrey P. Kieley and Dan Shaw, Research Officers.

Witnesses: From the Canadian Drug Manufacturers Association: Jim Keon, President; Ed Hore, Legal Counsel. From the Canadian Pensioners Concerned Incorporated: Vera Brown, First Vice-President, National. From the Congress of Union Retirees of Canada: Larry Wagg, First Vice-President; Mary Eady, Ontario National Representative. From the Canadian Health Coalition: Michael McBane, National Co-ordinator; Kathleen Connors, Chairperson; Joel Lexchin, Policy Advisor; Daniel Benedict, Co-Chair, Ontario Health Coalition.

Pursuant to its Order of Reference of Tuesday, May 15, 2001, the Committee resumed consideration of Bill S-17, An Act to amend the Patent Act (See Minutes of Proceedings, Tuesday, May 15, 2001, Meeting No. 24).

At 9:00 a.m., the Committee proceeded in camera to the future business.

At 9:36 a.m., the Committee proceeded to the consideration of Bill S-17, An Act to amend the Patent Act.

On Clause 1

Jim Keon, Vera Brown, Larry Wagg, Michael McBane, Kathleen Connors and Joel Lexchin each made an opening statement and, with Ed Hore and Daniel Benedict answered questions.

At 11:35 a.m., the Committee adjourned to the call of the Chair.
