Meeting No. 56

Thursday, February 7, 2002

The Standing Committee on Health met at 11:09 a.m. this day, in Room 362, East Block, the Chair, Bonnie Brown, presiding.

Members of the Committee present: Bonnie Brown, Jeannot Castonguay, Stan Dromisky, James Lunney, Rob Merrifield, Hélène Scherrer, Judy Sgro, Yolande Thibeault and Judy Wasylycia-Leis.

Acting Members present: Hedy Fry for Colleen Beaumier and Suzanne Tremblay for Diane Bourgeois.

In attendance: From the Library of Parliament: Nancy Miller Chenier and Sonya Norris, Research Officers.

Witnesses: From the Department of Agriculture and Agri-Food: Michael Presley Director General, Food Bureau, Market and Industry Services Branch and Rory McAlpine, Director General, International Trade Policy Directorate.  From the Department of Industry: George Michaliszyn, Director, Life Sciences Branch, Michael Jenkin, Director General, Office of Consumer Affairs, Heather Glouchkow, Senior Policy Analyst and Brian Botting, Senior Policy Advisor.

Pursuant to Standing Order 108(2), the Committee resumed its study on the Labelling of Genetically Modified Foods.

Michael Presley made a statement and, with the other witness from the Department of Agriculture and Agri-Food, answered questions.

George Michalyszyn and Michael Jenkin each made a statement and, with the other witnesses from the Department of Industry, answered questions.

At 11:47 a.m., the sitting was suspended.

At 12:12 p.m., the sitting resumed.

At 12:47 p.m., the Committee proceeded to sit in camera

It was agreed, --That the Committee approve the work plan prepared by its research officers with the understanding that, if the need arises, the Committee will plan and schedule additional meetings in connection with its study of GMO labelling.

It was agreed, --That the Committee adopt the proposed itinerary for travel to Brussels, Belgium and London, U.K., during the period commencing April 20, 2002 and ending April 27, 2002, to consult with officials of the European Union regarding the effects of GMO labelling on trade, costs and consumer trends.

It was agreed, --That the budget for the trip to Brussels, Belgium and London, U.K., in the amount of $145,213.75 be approved, and that the Chair present it to the Budget Subcommittee of the Liaison Committee.

At 1:06 p.m., the Committee adjourned to the call of the Chair.
