MINUTES OF PROCEEDINGS

Meeting No. 23

Tuesday, September 25, 2001

The Standing Committee on Health met at 11:07 a.m. this day, in Room 308, West Block, the Chair, Bonnie Brown, presiding.

Members of the Committee present: André Bachand, Ray Bonin, Bonnie Brown, Jeannot Castonguay, Yvon Charbonneau, Stan Dromisky, James Lunney, Réal Ménard, Rob Merrifield, Carolyn Parrish, Hélène Scherrer and Judy Wasylycia-Leis.

Acting Members present: Preston Manning for Diane Ablonczy, Pauline Picard for Diane Bourgeois, Murray Calder for Judy Sgro and John Finlay for Stephen Owen.

In attendance: From the Library of Parliament: François Côté, Nancy Miller Chenier and  Sonya Norris, research officers; Monique Hébert, Law and Government division.

Witnesses: From the Canadian Multi-disciplinary Assisted Reproduction Coalition: Sherry Levitan, Lawyer; Joanne Wright, Canadian Surrogacy Options. From the University of Calgary: Juliet Guichon, Instructor in Bioethics. From the Health Canada Advisory Committee on the Interim Moratorium on Reproductive Technologies: Phyllis Creighton, Member.

The Committee resumed consideration of the draft legislation on Assisted Human Reproduction.  (See Minutes of Proceedings dated Thursday, May 3, 2001, Meeting No. 13).

The witnesses made opening statements and answered questions.

Robert Merrifield moved,  - That the committee recommend that the government take immediate action to ban human reproductive cloning in Canada.

Pauline Picard moved, - That the motion be amended by the addition of the words “by passing Bill C-336 for this purpose, as rapidly as possible.”

Debate arose thereon.

A point of order was raised as to the procedural acceptability of the proposed motion.

The Chair then ruled that the motion was in order.

The question was put on the amendment and it was negatived on the following recorded division:
