MINUTES OF PROCEEDINGS

Meeting No. 105

Tuesday, May 28, 2002

The Standing Committee on Finance met in camera at 3:40 p.m. this day, in Room 269, West Block, the Chair, Sue Barnes, presiding.

Members of the Committee present: Sue Barnes, Scott Brison, Roy Cullen, Nick Discepola, Albina Guarnieri, Richard Harris, Sophia Leung, Yvan Loubier, The Hon. Maria Minna, The Hon. Lorne Nystrom, Gary Pillitteri, Bryon Wilfert.

In attendance: From the Research Branch of the Library of Parliament: June Dewetering, Acting Principal, Blayne Haggart; and Marc-André Pigeon, Research Officers.

It was agreed, --That as soon as possible in the Fall, the Finance Committee hold a round table discussion on equalization with the provincial and federal Deputy Ministers assigned to this portfolio and that to this end, the Committee Chair and the Office of the Clerk be mandated to organize this round table, the objectives of which would be:

1)      To better understand the program

2)      To clarify existing problems

3)      To gather suggestions for improvements.

It was agreed, --That the Chair be mandated to write to the Minister of Agriculture and Agri-Food, and others concerned, to inform them that the Committee recommends:

That the federal government create, under the authority of the Department of Agriculture and Agri-Food, an Interdepartmental committee bringing together representatives of the departments of Natural Resources, the Environment, Fisheries and Oceans and Health Canada to cooperate on formulating a national Conservation Cover Incentive Program (CCIP) that would reflect the environmental and economic issues of the departments concerned;

That the provinces and territories be associated in the formulating of this Program, depending on their respective areas of jurisdiction, and that projects already underway be complemented as set out in existing agreements, unless the new Program proves more advantageous.

That Ducks Unlimited Canada be associated as a partner in the formulating of the Program.

It was agreed, --That the Fourth Report of the Sub-Committee on Agenda and Procedure be concurred in.

At 4:20 p.m., the Committee adjourned to the call of the Chair.
