MINUTES OF PROCEEDINGS

Meeting No. 29

Tuesday, October 16, 2001

The Standing Committee on Agriculture and Agri-Food met in camera at 10:08 a.m. this day, in Room 307, West Block, the Chair, Charles Hubbard, presiding.

Members of the Committee present: David Anderson, Rick Borotsik, Murray Calder, Claude Duplain, Mark Eyking, Marcel Gagnon, Howard Hilstrom, Charles Hubbard, Larry McCormick, Dick Proctor, Bob Speller, Rose-Marie Ur.

In attendance: From the Library of Parliament: Frédéric Forge, researcher; Jean-Denis Fréchette, researcher.

It was negatived, – That, in relation to its study on the Future Role of the Government in Agriculture, the proposed budget of $139,600.00 for the trip to Manitoba, Saskatchewan, Alberta and British Columbia be approved.

It was agreed, – That, in relation to its study on the Future Role of the Government in Agriculture, the proposed budget of $180,600.00 for the trip to Manitoba, Saskatchewan, Alberta and British Columbia be approved.

It was agreed, -- That, in relation to its study on the Future Role of the Government in Agriculture, the proposed budget of $66,300.00 for the trip to Ontario and Quebec be approved.

It was agreed, -- That, in relation to its study on the Future Role of the Government in Agriculture, the proposed budget of $126,375.00 for the trip to Nova Scotia, Newfoundland, Prince Edward Island and New Brunswick be approved.

It was agreed, -- That, the Chair of the Committee be authorized to approve and finalize the Committee’s budgets and itinerary for the trip in the Canadian provinces, and to submit the said budgets or budget to the Budget Sub-Committee of the Liaison Committee.

It was agreed, -- That, the Chair of the Committee ask the House of Commons for an order of reference to travel across Canada in the months of November and December 2001, to pursue its consideration of the Future Role of the Government in Agriculture, and that the travelling group be composed of a maximum of 11 members: two members from the Canadian Alliance, one member from the Bloc Quebecois, one member from the NDP, one member from the Coalition of the Progressive Conservative Party and the Democratic Representation Caucus and six members of the Liberal Party, and the necessary staff do accompany the Committee.

It was agreed, -- That, Pierre Pettigrew, Minister for International Trade, and Martin Cauchon, Minister of National Revenue and Secretary of State (Economic Development Agency of Canada for the regions of Quebec), be invited to appear to give an update on measures taken to ensure that the movement of agriculture and agri-food products crossing the border has not been disrupted following the 11th September events.

It was agreed, -- That the Committee invites the following groups to appear before the committee:

            Canadian Nursery Landscape Association

            Pulse Canada Research

At 11:30 a.m., the Committee adjourned to the call of the Chair.
