Meeting No. 19

Tuesday, May 15, 2001

The Standing Committee on Agriculture and Agri-Food met at 9:05 a.m. this day, in Room 269, West Block, the Chair, Charles Hubbard, presiding.

Members of the Committee present: David L. Anderson, Murray Calder, Claude Duplain, Mark Eyking, Howard Hilstrom, Charles Hubbard, Larry McCormick, Dick Proctor, Paul Steckle, Suzanne Tremblay, Rose-Marie Ur.

Acting Member present: Roy Bailey for Garry Breitkreuz.

In attendance: From the Library of Parliament: Frédéric Forge and Jean-Denis Fréchette, Research Officers.

Witnesses: From the National Farmers' Union: Peter Dowling, Ontario Coordinator. From the Canadian Cattlemen's Association: Stan Eby, Director. From the Credit Union Central of Canada: Susan Murray, Vice-President, Government Affairs; Leo Gautreau, Vice President Corporate Development, Niagara Credit Union; Rob Martin, Government Affairs Advisor. From the Canadian Federation of Agriculture: Donald R. Dewar, Director and Member of the CFA Executive and President of the Keystone Agricultural Producers in Manitoba.

Pursuant to its Order of Reference of Tuesday, May 1st, 2001, the Committee resumed consideration of Bill C-25, An Act to amend the Farm Credit Corporation Act and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, May 3, 2001, Meeting No. 15).

Stan Eby, Donald Dewar, Susan Murray, Leo Gautreau and Peter Dowling made presentations and, with other witnesses, answered questions.

It was agreed, -- That the Standing Committee on Agriculture and Agri-Food hearings into the role of the federal government include a specific session that addresses the organic production and the current structure of the Canadian Wheat Board’s organic policy by hearing from western representatives of the organic industry along with representatives of the Canadian Wheat Board and, given that this policy will have an impact on the marketing decisions for this year’s crop, that the Committee’s hearing he held on May 29, 2001.

It was agreed, -- That the budget relating to the Future Role of the Federal Government in Canada’s Agriculture Sector totalling $30,000.00 for witnesses be agreed to, and – That, the Chair be authorized to submit it to the Liaison Committee.

It was agreed, -- That the meeting scheduled on June 5, 2001 with the Prairie provinces’ Ministers of Agriculture and the meeting scheduled on June 6, 2001 with the Secretary of State (Rural Development) be televised.

At 11:10 a.m., the Committee adjourned to the call of the Chair.
