VACANCIES

The Speaker informed the House that a vacancy had occurred in the House of Commons for the Electoral District of St. John's West, in the Province of Newfoundland, by reason of the resignation of Mr. Power, and that, pursuant to subsection 25(1)(b) of the Parliament of Canada Act, he had addressed, on January 31, 2000, his warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

And of the amendment of Mr. Duceppe (Laurier -- Sainte-Marie), seconded by Mr. Gauthier (Roberval), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    "this House declines to give second reading to Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference, because the Bill contravenes the inalienable right of the Quebec people to decide freely their own future."
