GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-41, An Act to amend the statute law in relation to veterans' benefits, as reported by the Standing Committee on National Defence and Veterans Affairs with an amendment.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Group No. 1

Mr. Mercier (Terrebonne -- Blainville), seconded by Mr. Perron (Rivière-des-Mille-Îles), moved Motion No. 1, -- That Bill C-41 be amended by adding after line 21 on page 13 the following new clause:

"6.7.1 For greater certainty, the disclosure referred to in section 6.7 and any other disclosure of personal information referred to in this Act shall be made solely for the purposes of this Act, and in no case shall records containing personal information be made available to another federal department or agency or the personal information contained therein be disclosed in any manner."

Mr. Mercier (Terrebonne -- Blainville), seconded by Mr. Perron (Rivière-des-Mille-Îles), moved Motion No. 2, -- That Bill C-41, in Clause 41, be amended by adding after line 6 on page 32 the following:

"109.2.1 For greater certainty, the disclosure referred to in section 109.2 and any other disclosure of personal information referred to in this Act shall be made solely for the purposes of this Act, and in no case shall records containing personal information be made available to another federal department or agency or the personal information contained therein be disclosed in any manner."

Mr. Mercier (Terrebonne -- Blainville), seconded by Mr. Perron (Rivière-des-Mille-Îles), moved Motion No. 4, -- That Bill C-41, in Clause 84, be amended by adding after line 36 on page 53 the following:

"(2.1) For greater certainty, the disclosure referred to in this section and any other disclosure of personal information referred to in this Act shall be made solely for the purposes of this Act, and in no case shall records containing personal information be made available to another federal department or agency or the personal information contained therein be disclosed in any manner."

By unanimous consent, Motions Nos. 1, 2 and 4 were withdrawn.

Group No. 2

Mr. Baker (Minister of Veterans Affairs), seconded by Mr. Boudria (Leader of the Government in the House of Commons), moved Motion No. 3, -- That Bill C-41, in Clause 46, be amended

(a) by replacing line 38 on page 35 with the following:

"32. Subject to this Part, an award in"

(b) by deleting lines 12 to 15 on page 36.

Recommendation
(Pursuant to Standing Order 76.1(3))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in the following amendment to Bill C-41, An Act to amend the statute law in relation to veterans' benefits: That Clause 46 be amended

(a) by replacing line 38 on page 35 with the following:

"32. Subject to this Part, an award in"

(b) by deleting lines 12 to 15 on page 36.

Debate arose on the motion in Group No. 2.

The question was put on Motion No. 3 and it was agreed to.

Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Baker (Minister of Veterans Affairs), seconded by Mr. Manley (Minister of Industry), moved, -- That the Bill, as amended, be concurred in at report stage with a further amendment.

The question was put on the motion and it was agreed to.

Accordingly, the Bill, as amended, was concurred in at report stage with a further amendment.

By unanimous consent, Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Baker (Minister of Veterans Affairs), seconded by Mr. Manley (Minister of Industry), moved, -- That the Bill be now read a third time and do pass.
