MINUTES OF PROCEEDINGS

Meeting No. 3

Wednesday, November 24, 1999

The Sub-Committee on Human Rights and International Development of the Standing Committee of Foreign Affairs and International Trade met at 3:47 p.m., this day, in Room 269, West Block, the Chair, Colleen Beaumier, presiding.

Members of the Sub-Committee present: Jean Augustine, Eleni Bakopanos, Colleen Beaumier, Eugène Bellemare, Aileen Carroll, Keith Martin.

Acting Member present: Pauline Picard for Maud Debien.

Other member present: Francine Lalonde.

In attendance: From the Parliamentary Research Branch - Library of Parliament: James Lee; Gerald Schmitz, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Sandelle Scrimshaw, Director General, Africa Bureau; Jill Sinclair, Director General, Global and Human Issues Bureau. From the Canadian International Development Agency: Michel Archambault, Director General, North Africa and the Middle East; Barbara Brown, Regional Director, Central Africa and Great Lakes Program. From the International Development Research Centre: Tim Dottridge, Senior Policy Analyst, Policy and Planning Group; Stephen Baranyi, Senior Program Officer, Peacebuilding Program.

Pursuant to Standing Order 108(2), and its Order of Reference, the Sub-Committee proceeded to hold a Round Table Session on Human Security in Africa.

Sandelle Scrimshaw, Jill Sinclair, Michel Archambault, Stephen Baranyi and Tim Dottridge made opening statements and answered questions.

Keith Martin gave notice of the following motion:

-- That in the opinion of this committee, the Government of Canada should immediately explore ways to get grain and other canadian food products to the Angola people via CIDA Food Aid Program.

At 5:38 p.m., the Sub-Committee adjourned to the call of the Chair.
