MINUTES OF PROCEEDINGS

Meeting No. 1

Wednesday, October 27, 1999

The Standing Committee on Natural Resources and Government Operations met at 3:33 p.m. this day, in Room 705, La Promenade Building for the purpose of electing a Chair.

Members of the Committee present: Réginald Bélair, Gilles Bernier, Serge Cardin, Yvon Godin, Tony Ianno, Ghislain Lebel, Carolyn Parrish, Carmen Provenzano, Julian Reed, Brent St. Denis, Tony Valeri and Joseph Volpe.

Acting Members present: Bill Gilmour for John Duncan; David Pratt for Guy St-Julien and Darrel Stinson for Werner Schmidt.

In attendance: From the Library of Parliament: Jean-Luc Bourdages and Jack Stilborn, Research Officers.

Pursuant to Standing Orders 106(1) and 106(2), the Clerk presided over the election of Chair.

On motion of Réginald Bélair; seconded by Brent St.Denis, it was agreed, --That Joseph Volpe do take the Chair of this Committee as Chairperson.

Joseph Volpe took the Chair.

On motion of David Pratt; seconded by Tony Valeri, it was agreed, --That Julian Reed be elected Vice-Chair of the Committee.

 

On motion of Tony Valeri; seconded by Julian Reed, it was agreed, --That David Chatters be elected Vice-Chair of the Committee.

On motion of Julian Reed, it was agreed, --That the Committee retain the services of one or more Research Officers from the Library of Parliament, as needed, to assist the Committee in its work, at the discretion of the Chair.

On motion of Brent St. Denis, it was agreed, --That, at the discretion of the Chair, reasonable travelling expenses, as per the regulations established by the Board of Internal Economy be paid to witnesses invited to appear before the Committee, and that payment of these expenses be limited to a maximum of two representatives per organization.

On motion of David Pratt, it was agreed, -- That, in camera meetings be transcribed; that the transcriptions be kept by the Clerk of the Committee and be destroyed at the end of the session.

On motion of Réginald Bélair, it was agreed, --That, pursuant to Standing Order 118(2), the Chair be authorized to hold meetings in order to receive and authorize the publishing of evidence when a quorum is not present provided that one member from the government party and one member of an opposition party, as well as the Chair or a Vice-Chair, are present.

It was agreed, -- That the Committee meet in camera on Tuesday, November 2, 1999 to discuss future business of the committee.

At 3:51 p.m., the Committee adjourned to the call of the Chair.
