Meeting No. 19

Tuesday, February 22, 2000

The Standing Committee on Justice and Human Rights met at 11:03 a.m. this day, in Room 308, West Block, the Vice-Chair, Ivan Grose, presiding.

Members of the Committee present: Carolyn Bennett, Chuck Cadman, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, John McKay, John Reynolds, Jacques Saada and Pierrette Venne.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witnesses: From the Canadian School Boards Association: Kathy LeGrow, President; Marie Pierce, Executive Director. From the Canadian Teachers' Federation: Marilies Rettig, President; Damian Solomon, Assistant Director, Professional Development Services. From the Canadian Home and School Federation: Joyce Eynon, President. From the Canadian Association of School Administrators: Ross Donaldson, Superintendent, Ottawa-Carleton District School Board; Dan Wiseman, Chief of Social Work, Ottawa-Carleton District School Board.

Pursuant to its Order of Reference of Tuesday, November 23, 1999, the Committee resumed consideration of Bill C-3, An Act in respect of criminal justice for young persons and to amend and repeal other Acts (See Minutes of Proceedings, Tuesday, November 30, 1999 , Meeting No. 5).

Ross Donaldson, Joyce Eynon, Marilies Rettig and Kathy LeGrow made opening statements and with the other witnesses answered questions.

At 11:27 a.m., the sitting was suspended.

At 12:56 p.m., the sitting resumed.

At 1:49 p.m., the Committee adjourned to the call of the Chair.
