Meeting No. 7

Thursday, November 18, 1999

The Standing Committee on Industry met at 9:14 a.m. this day, in Room 705, La Promenade Building, the Chair, Susan Whelan, presiding.

Members of the Committee present: John Cannis, Brenda Chamberlain, Antoine Dubé, Marlene Jennings, Jim Jones, Walt Lastewka, Gurbax Malhi, Ian Murray, Charlie Penson, Jerry Pickard and Susan Whelan.

Acting Members present: Pierre de Savoye for Pierre Brien, Dan McTeague for Gerry Byrne and John Solomon for Nelson Riis.

In attendance: From the Parliamentary Branch of the Library of Parliament: Gérald Lafrenière, Research Officer.

Witnesses: From the House of Commons: Roger Gallaway, M.P., Sarnia--Lambton. From Industry Canada - Competition Bureau: Konrad von Finckenstein, Commissioner of Competition; Johanne d'Auray, Deputy Commissioner of Competition; Don Mercer, Assistant Deputy Commissioner of Competition, Amendments. From the Department of Canadian Heritage: Jean Guérette, Director General, Broadcasting Policy and Innovation. From the Department of Finance: Frank Swedlove, Executive Director, Financial Sector Review Group; Annette Gibbons, Chief, Consumer Issues.

The Order of Reference dated Thursday, October 28, 1999, being now read as follows:

ORDERED, -- That Bill C-276, An Act to amend the Competition Act, 1998 (negative option marketing) be now read a second time and referred to the Standing Committee on Industry.

The Chair called Clause 1.

Roger Gallaway, M.P., made a statement and answered questions.

Konrad Von Finckenstein, Frank Swedlove and Jean Guénette each made an opening statement and with the other witnesses, answered questions.

At 10:55 a.m., the sitting was suspended.

At 11:35 a.m. the sitting resumed.

Questioning resumed.

At 12:45 p.m., the Committee adjourned to the call of the Chair.
