Wednesday, December 1st, 1999
The Standing Committee on Health met at 3:35 p.m. this day, in Room 705, La Promenade Building, the Chair, Lynn Myers, presiding.
Members of the Committee present: Yvon Charbonneau, Reed Elley, Keith Martin, Bill Matthews, Ted McWhinney, Réal Ménard, Lynn Myers, Bernard Patry, Karen Redman, Paul Szabo, Rose-Marie Ur, Judy Wasylycia-Leis.
Acting Members present: Maurice Vellacott for Gurmant Grewal; Aileen Carroll for Ovid Jackson.
In attendance: From the Library of Parliament: Nancy Miller Chenier; Sonya Norris, Research Officer.
Witnesses: From the University of Manitoba: Dr. Charlyn Black, Co-Director & Senior Researcher, Manitoba Centre for Health Policy and Evaluation, Department of Community Health Sciences, Faculty of Medicine; Dr. Gary Glavin, Associate Vice-President of Research. From the Canadian Association of University Teachers: Dr. James L. Turk, Executive Director. From the Canadian Association for Responsible Research Funding: Dr. Richard Gordon, Vice-President; Professor of Radiology and Adjunct Professor of Electrical and Computer Engineering, University of Manitoba. From Lakehead University: Dr. Bryan J. Poulin, Associate professor in Strategic Management, Faculty of Business Administration; From the Assembly of First Nations: Dr. Jeff Reading, Health Research Advisor.
In accordance with its mandate under Standing Order 108(2), information session on the Canadian Institutes of Health Research.
Pursuant to its Order of Reference dated Monday, November 29, 1999, the committee resumed consideration of Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts (See Minutes of Proceedings dated Tuesday, November 30, 1999, Meeting no. 6).
It was agreed, -- That the Clerk be authorized to circulate in one language only the Ottawa Ankle and Knee Rules.
It was agreed, -- That Clause-by-Clause consideration of Bill C-13 be scheduled at 9:00 a.m. on Thursday, December 9, 1999.
It was agreed, -- That the Sub-Committee on Agenda and Procedure meet at 3:30 p.m. on Monday, December 13, 1999, to discuss its future business.
Keith Martin moved, -- That the Standing Committee on Health, immediately following its deliberations on C-13, conduct a study, consult broadly and report back to the House on the Premiers of Alberta's recent proposals with regards to all aspects of the delivery of Health care, and that the committee hearings be televised.
It was agreed, -- That, in order for the French and English text to match, the French translation of the motion be amended by deleting the words "aux délibérations du" and replace them with the following: " après les délibérations sur".
After debate, the question being put on the motion, it was negatived on the following division: YEAS - 5; NAYS - 7.
It was agreed, -- That Dr. Jeff Reading, Health Research Advisor, Assembly of First Nations and Assistant Professor, Department of Community Health Services, Faculty of Medicine, University of Manitoba, be invited to appear as a witness at the present meeting.
The witnesses made opening statements and answered questions.
At 6:59 p.m., the Committee adjourned to the call of the Chair.
