The Standing Committee on Foreign Affairs and International Trade met at 9:50 a.m. this day, in Room 705, La Promenade Building, the Chair, Bill Graham, presiding.
Members of the Committee present: Jean Augustine, Maud Debien, Bill Graham, Diane Marleau, Keith Martin, Ted McWhinney, Denis Paradis, Bernard Patry, Svend Robinson, Bob Speller.
Acting Members present: Irwin Cotler for Colleen Beaumier; Eugene Bellemare for Hon. Fred Mifflin; Gurmant Grewal for Darrel Stinson; Pauline Picard for Françine Lalonde.
Other Members present: Yvon Charbonneau, Louise Hardy.

Keith Martin moved, --That the Committee strike a Sub-Committee in order to study the alleged mismanagement of taxpayer’s dollars at the Canadian International Development Agency.
Svend Robinson moved, --That the motion be referred to the Sub-Committee on Agenda and Procedure.
After debate, the motion was negatived.

Pursuant to Standing Order 108(2), the Committee commenced its examination of the sanctions against Iraq.
Dr. Sheila Zurbrigg, Dr. Arthur Clark, Raymond Legault, Suzanne Loiselle, Dale Hildebrand, William Janzen and Françoise David each made opening statements and, with Amir Khadir, answered questions.
At 12:06 p.m., the Committee adjourned to the call of the Chair.
