Meeting No. 2

Wednesday, February 16, 2000

The Legislative Committee on Bill C-20 met in a televised session at 3:40 p.m. this day, in Room 253-D, Centre Block, the Chair, Peter Milliken, presiding.

Members of the Committee present: Reg Alcock, André Bachand, Stéphane Bergeron, Bill Blaikie, Ray Bonin, Irwin Cotler, Claude Drouin, Grant Hill, Peter Milliken, Dennis Mills, Bernard Patry, Karen Redman, Andy Scott and Daniel Turp.

Acting Member present: Rahim Jaffer for Jay Hill.

In attendance: From the Committees and Legislative Services Directorate: Suzanne Verville, Procedural Clerk.

Appearing: From the Privy Council Office: The Honourable Stéphane Dion, President of the Privy Council and Minister of Intergovernmental Affairs.

Witnesses: From the Department of Intergovernmental Affairs: George Anderson, Deputy Minister; Geoffroi Montpetit, Legislative Assistant. From the Department of Justice: Mary Dawson, Associate Deputy Minister, Constitutional Affairs; Warren J. Newman, General Counsel, Constitutional and Administrative Law.

The Order of Reference dated Thursday, February 10, 2000, being now read as follows:

ORDERED, -- That Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference be now read a second time and referred to the Legislative Committee on
Bill C-20.

Daniel Turp gave notice of the following motions:

That the motion related to the clause by clause review, adopted on February 14th, 2000, by the Legislative Committee, be rescinded.

That the motion related to the number of witnesses invited to appear before the Legislative Committee, adopted by the Legislative Committee on February 14th, 2000, be rescinded.

The Minister made a statement and answered questions.

At 5:50 p.m., the Committee adjourned to the call of the Chair.
