MINUTES OF PROCEEDINGS

The Standing Committee on Agriculture and Agri-Food met in camera at 9:13 a.m., this day, in Room 237-C, Centre Block, the Chair, John Harvard, presiding.

Members of the Committee present: Rick Borotsik, Murray Calder, Odina Desrochers, John Harvard, Howard Hilstrom, Gar Knutson, Larry McCormick, Joe McGuire, Ian Murray, Dick Proctor, Paul Steckle, Rose-Marie Ur.

Acting Members present: Raymond Lavigne for Mark Assad; Rick Casson for Garry Breitkreuz.

Other Member present: Jake Hoeppner.

In attendance: From the Parliamentary Research Branch, Library of Parliament: Frédéric Forge, Researcher; Jean-Denis Fréchette, Economist.

Pursuant to Standing Order 108(2), the Committee commenced the Study of a Draft Report on the effectiveness of long-term safety nets and other national initiatives to provide the stability and environment necessary for stable growth in the agricultural industry.

It was agreed, - That the two research staff of the Committee be allowed to attend a workshop on The Concepts of Multifunctionality and the Precautionary Approach for Agriculture organized by the Canadian Federation of Agriculture, on February 23 and 24, 2000, in Ottawa, and that the registration fees for the workshop be covered by the Committee's budget, in the order of $25.00 each plus applicable taxes.

It was agreed, - That dissenting opinions be allowed to be appended to the report of the Committee on Farm Income Safety Net, after the Chair's signature, provided that the said opinions are not more than five pages long in total and, that the format used is of the same size and of the same spacing as those used in the report, and that the dissenting opinions be delivered to the clerk no later than Thursday, February 17, 2000, at 6:00 p.m., in both official languages.

At 10:27 a.m., the Committee adjourned to the call of the Chair.
