Pursuant to Standing Order 33(1), Mr. Scott (Solicitor General of Canada) made a statement.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Nystrom (Qu'Appelle), seconded by Mr. Mancini (Sydney -- Victoria), Bill C-396, An Act to establish the office of Credit Ombudsman to be an advocate for the interests of consumers and small business in credit matters and to investigate and report on the provision by financial institutions of consumer and small business credit by community and by industry in order to ensure equity in the distribution of credit resources, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Provenzano (Sault Ste. Marie), three concerning the Young Offenders Act (Nos. 361-0843 to 361-0845);

-- by Mr. Jaffer (Edmonton -- Strathcona), one concerning international trade (No. 361- 0846);

Questions on Order Paper

Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-13 on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-15, An Act to amend the Canada Shipping Act and to make consequential amendments to other Acts, as reported by the Standing Committee on Transport with amendments.

Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Collenette (Minister of Transport), seconded by Mr. Scott (Solicitor General of Canada), moved -- That the Bill, as amended, be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill, as amended, was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Boudria (Leader of the Government in the House of Commons) for Mr. Collenette (Minister of Transport), seconded by Mr. Scott (Solicitor General of Canada), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read a third time and passed.


The House resumed consideration of the motion of Mr. Anderson (Minister of Fisheries and Oceans), seconded by Mr. Pettigrew (Minister of Human Resources Development), -- That Bill C-27, An Act to amend the Coastal Fisheries Protection Act and the Canada Shipping Act to enable Canada to implement the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks and other international fisheries treaties or arrangements, be now read a second time and referred to the Standing Committee on Fisheries and Oceans.

The debate continued.
