Tabling of Documents

Pursuant to Standing Order 32(2), Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

Mr. Lee (Scarborough -- Rouge River), from the the Standing Joint Committee on Scrutiny of Regulations, presented the 1st Report of the Committee (additional terms of reference). -- Sessional Paper No. 8510-361-2.

A copy of the relevant Minutes of Proceedings (Meeting No. 1) was tabled.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Schmidt (Kelowna), Bill C-273, An Act to amend the Income Tax Act (political activities by charities receiving public funds), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. White (North Vancouver), seconded by Mr. Schmidt (Kelowna), Bill C-274, An Act to amend the Canada Elections Act (electronic voting), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Szabo (Mississauga South), one concerning alcoholic beverages (No. 361-0134), one concerning the income tax system (No. 361-0135) and one concerning police and firefighters' death benefits (No. 361-0136).

Questions on Order Paper

Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to questions Q-8 and Q-10 on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Canadian Heritage of Bill C-7, An Act to establish the Saguenay -- St. Lawrence Marine Park and to make a consequential amendment to another Act.

Ms. Copps (Minister of Canadian Heritage), seconded by Mr. Duhamel (Secretary of State (Science, Research and Development)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Canadian Heritage.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Canadian Heritage.


The Order was read for the second reading and reference to the Standing Committee on Industry of Bill C-17, An Act to amend the Telecommunications Act and the Teleglobe Canada Reorganization and Divestiture Act.

Mr. Bellehumeur (Berthier -- Montcalm), seconded by Mr. Brien (Témiscamingue), moved the following amendment, -- That the motion be amended by deleting the word ``68(4)(b)'' and by substituting the word ``105'', by deleting the words ``to prepare and bring in a bill, in accordance with Standing Order 68(5)'', and by adding after the words ``and that the Committee be instructed'' the words ``to report to the House.''

Debate arose thereon.
