MINUTES OF PROCEEDINGS

Meeting No. 1

Tuesday, December 1st, 1998

The Sub-Committee on Corrections and Conditional Release Act met in camera at 3:36 p.m. this day, in Room 306, West Block, the Chair, John Maloney, presiding.

Members of the Sub-Committee present: Paul DeVillers, Jim Gouk, John Maloney, Richard Marceau, Lynn Myers, Jacques Saada and Tom Wappel.

Acting Member present: Mark Muise for Peter G. MacKay

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst and Lyne Casavant, Researcher.

Pursuant to its Order of Reference from the Standing Committee on Justice and Human Rights, adopted on November 3, 1998, the Sub-Committee on the Corrections and Conditional Release Act met to organize. (See minutes of proceedings No. 95)

On motion of Lynn Myers -- It was agreed - That the Chair be authorized to hold meetings to receive evidence when a quorum is not present, provided that at least 3 members are present including 1 from the Opposition.

On motion of Lynn Myers -- It was agreed - That, as established by the Board of Internal Economy and if requested, reasonable travelling, accomodation, and living expenses be reimbursed to witnesses who are invited to appear before the Sub-Committee up to a maximum of 2 representatives for any one organization.

On motion of Lynn Myers -- It was agreed - That the Sub-Committee authorize the Chair, in consultation with the Clerk to take the necessary arrangements to provide working lunches, from time to time, and that the cost of these lunches be charged to the Sub-Committee's budget.

It was agreed - That the Sub-Committee travel to Laval, Joliette and Montreal during the week of February 1st and to Abbotsford, Vancouver and to Edmonton during the week of February 15 and that the Clerk prepare a budget to this effect to be presented to the Standing Committee on Justice and Human Rights for its approval.

It was agreed - That the Sub-Committee hold hearings on the Corrections and Conditional Release Act on Monday afternoons in Ottawa, when possible, starting Monday February 8, 1999.

At 4:32 p.m., the Committee adjourned to the call of the Chair.
