MINUTES OF PROCEEDINGS

TUESDAY, NOVEMBER 25, 1997

The Standing Committee on Justice and Human Rights met at 3:44 p.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Garry Breitkreuz, Shaughnessy Cohen, Derek Lee, John Maloney, Peter Mancini and Jack Ramsay.

Acting Members present: Jocelyne Girard-Bujold for Michel Bellehumeur, Inky Mark for Paul E. Forseth, Mark Muise for Peter G. MacKay and John McKay for Gurbax Malhi,

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Gérald Lafrenière, Research Officer.

Witnesses: From the " Fédération québécoise de tir": Eugène Morin, President. From International Practical Shooting Confederation: Bryan Hodges, President. From Shooting Federation of Canada: Paul Shaw. From Ontario Handgun Association: Lawrence Cowlishaw, President and Lawrence K. Whitmore, Executive Manager. From the Ontario Rifle Association: Adrian J. Praysner.

The Committee resumed consideration of its Order of Reference dated Thursday, October 30, 1997, relating to draft Regulations on firearms. (See Minutes of Proceedings dated Wednesday, November 19, 1997, meeting No. 7).

Bryan Hodges, Eugène Morin and Paul Shaw made a statement and answered questions.

At 4:38 p.m., the sitting was suspended.

At 4:50 p.m., the sitting resumed.

Adrian J. Praysner and Lawrence Cowlishaw made a statement and, with Lawrence K. Whitmore, answered questions.

At 5:30 p.m., the Committee adjourned to the call of the Chair.
