Meeting No. 143

Tuesday, June 1st, 1999

The Standing Committee on Foreign Affairs and International Trade met jointly with the Standing Committee on National Defence and Veterans Affairs in a televised session at 3:20 p.m. this day, in Room 253-D, Centre Block, the Chairs, Bill Graham and Pat O'Brien, presiding.

Members of the Committee present: Jean Augustine, André Bachand, Colleen Beaumier, John Cannis, The Hon. Sheila Finestone, Bill Graham, Bob Mills, Bernard Patry, Julian Reed and Bob Speller.

Acting Members present: Monique Guay for Daniel Turp; Pat Martin for Svend Robinson.

Associate Member present: Keith Martin.

Members of the Standing Committee on National Defence and Veterans Affairs present: Robert Bertrand, Hec Clouthier, Gordon Earle, René Laurin, Pat O'Brien, David Pratt.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz and Corinne McDonald, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Jim Wright, Director General for Central East and South Europe. From the Canadian International Development Agency: Hélène Corneau, Program Manager, Central and Eastern Europe Programme; Charles Bassett, Vice-President, Central and Eastern Europe Branch. From the Department of National Defence: Lt-Gen Raymond R. Henault, Deputy Chief of the Defence Staff. From the Citizenship and Immigration Canada: Jeff LeBane, Director General, International Regions; Alain Théault, Director, Special Unit on Kosovo. From the Parliamentary Delegation to Macedonia: Bill Graham, M.P.; Bob Mills, M.P.; René Laurin, M.P.; Pat Martin, M.P..

Pursuant to Standing Order 108(2), the Committee resumed its consideration of the situation in Kosovo. (See Minutes of Proceedings, Wednesday, March 31, 1999, Meeting No. 111)

Jim Wright and Lt-General Hénault each made an opening statement and, with Charles Bassett answered questions.

At 4:20 p.m., Bill Graham, Bob Mills, René Laurin and Pat Martin each made an opening statement and answered questions.

At 5:00 p.m., the Committee adjourned to the call of the Chair.
