At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members’ Business.

Mrs. Tremblay (Rimouski–Témiscouata), seconded by Mr. Landry (Lotbinière), moved, — That, in the opinion of this House, the government should amend its Direction to the CRTC (Eligible Canadian Corporations) in order to authorize the CRTC to grant Québec-Téléphone a broadcasting license under the Broadcasting Act, so as to permit competition in distributing broadcasting signals in the territory served by Québec-Téléphone. (Private Members’ Business M–102)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Marchi (Minister of the Environment), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), Bill C–29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, was introduced, read the first time and ordered to be printed.

Pursuant to Order made Monday, March 4, 1996, the Bill (previously Bill C–94, 1st Session, 35th Parliament) was deemed to have been read the second time, considered by the Standing Committee on Environment and Sustainable Development, reported without amendment and concurred in at report stage with amendments.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Marchi (Minister of the Environment) for Mr. Gray (Solicitor General of Canada), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), Bill C–30, An Act to amend the Public Service Staff Relations Act and the Royal Canadian Mounted Police Act, was introduced, read the first time and ordered to be printed.

Pursuant to Order made Monday, March 4, 1996, the Bill (previously Bill C–58, 1st Session, 35th Parliament) was deemed to have been read the second time, considered by the Standing Committee on Government Operations and reported without amendment.
