Presenting Reports from Committees

Mr. Simmons (Burin -- St. George's), from the Standing Committee on Health, presented the 7th Report of the Committee (Towards Well-Being). -- Sessional Paper No. 8510-352-103.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada) for Mr. Rock (Minister of Justice), seconded by Mr. Gagliano (Minister of Labour and Deputy Leader of the Government in the House of Commons), Bill C-95, An Act to amend the Criminal Code (criminal organizations) and to amend other Acts in consequence, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gagliano (Minister of Labour and Deputy Leader of the Government in the House of Commons) for Mr. Mifflin (Minister of Fisheries and Oceans), seconded by Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada), Bill C-96, An Act to amend the Coastal Fisheries Protection Act and the Canada Shipping Act in order to implement the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gagliano (Minister of Labour), seconded by Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada), Bill C-97, An Act to amend the Labour Code (Part II) in respect of occupational health and safety and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to amend the Labour Code (Part II) in respect of occupational health and safety and to make consequential amendments to other Acts".

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Speaker (Lethbridge), Bill C-406, An Act to amend the Criminal Code, the Corrections and Conditional Release Act and the Immigration Act, to provide for new offences related to the spread of HIV and AIDS and to require mandatory testing of inmates of a penitentiary and immigrants for sexually transmitted diseases in order to reduce the spread of disease, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Ms. Bridgman (Surrey North), seconded by Mr. Ringma (Nanaimo -- Cowichan), moved, -- That, in the opinion of this House, the government should direct the National Parole Board that any benefit of doubt in hearings and deliberations on parole shall go to the victim, the victim's family and public safety and not to the prisoner.
