Pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members’ Business.

Mr. Bergeron (Verchères), seconded by Mr. Landry (Lotbinière), moved, — That, in the opinion of this House, the government should officially recognize the historical contribution of the Patriots of Lower Canada and the Reformers of Upper Canada to the establishment of a system of responsible democratic government in Canada and in Québec, as did the Government of Québec in 1982 by proclaiming by order a national Patriots’ day. (Private Members’ Business M–257)

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C–40, An Act to correct certain anomalies, inconsistencies and errors in the Statutes of Canada, to deal with other matters of a non-controversial and uncomplicated nature in those Statutes and to repeal certain provisions of those Statutes that have expired, lapsed or otherwise ceased to have effect.

The Committee considered the Bill and reported it without amendment.

  1. it introduces no concrete measures for the rehabilitation of young offenders; and
  2. it does not encourage the provinces to take legislative or other measures necessary in order to set up comprehensive crime prevention programs.”
