GOVERNMENT ORDERS

The House resumed debate on the motion of Mr. Young (Minister of Transport), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), -- That Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, be now read a second time and referred to the Standing Committee on Transport.

And on the amendment of Mr. Bouchard (Leader of the Opposition), seconded by Mr. Guimond (Beauport -- Montmorency -- Orléans), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

      ``this House declines to give second reading to Bill C-22, An Act respecting certain agreements concerning the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport, because the principle of the Bill is flawed due to the fact that it contains no provisions aimed at making the work done by lobbyists more transparent.''

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Boudria (Glengarry -- Prescott -- Russell), seconded by Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), Bill C-246, An Act respecting National Adoption Awareness Month, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Silye (Calgary Centre), seconded by Ms. Meredith (Surrey -- White Rock -- South Langley), Bill C-247, An Act to amend the Income Tax Act (child care expenses), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Boudria (Glengarry -- Prescott -- Russell), moved, -- That, on Tuesday, May 10, 1994, the House shall continue to sit after 6:30 p.m. for the purpose of considering Government Business Motion No. 12 in the name of the Minister of Agriculture and Agri-Food, provided that the Chair shall not receive any dilatory motions or quorum calls and that, when no additional Member wishes to speak, but, in any case, no later than 10:00 p.m., the Speaker shall adjourn the House to the next sitting.

The question was put on the motion and it was agreed to.


By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Boudria (Glengarry -- Prescott -- Russell), moved, -- That, notwithstanding any Standing Order, the sitting of the House on June 6, 1994, shall commence at 2:00 p.m.

The question was put on the motion and it was agreed to.

The House resumed debate on the motion of Mr. Plamondon (Richelieu), seconded by Mr. Chrétien (Frontenac), -- That, in the opinion of this House, the government should bring in legislation limiting solely to individuals the right to donate to a federal political party, and restricting such donations to a maximum of $5,000 a year. (Private Members' Business M-150)

Debate continued.

Mr. Assad (Gatineau -- La Lièvre), seconded by Mr. Bryden (Hamilton -- Wentworth), moved the following amendment, -- That the motion be amended by replacing the figure ``$5,000" with the following:

      ``$1".

Debate arose thereon.

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.
