Presenting reports from committees
Ms. Phinney (Hamilton Mountain), from the Standing Committee on Justice and Legal Affairs, presented the 11th Report of the Committee (Bill C-78, An Act to provide for the establishment and operation of a program to enable certain persons to receive protection in relation to certain inquiries, investigations or prosecutions, with amendments). -- Sessional Paper No. 8510-351-160.
A copy of the relevant Minutes of Proceedings (Issue No. 114, which includes this Report) was tabled.
Mr. Bélisle (La Prairie), from the Standing Committee on Public Accounts, presented the 16th Report of the Committee (Chapters 9, 10 and 11 of the 1994 Report of the Auditor General). -- Sessional Paper No. 8510-351-161.
Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.
A copy of the relevant Minutes of Proceedings (Issues Nos. 32, 34 and 36, which includes this Report) was tabled.
Introduction of private members' bills
Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Marchand (Québec-Est), seconded by Mr. Nunez (Bourassa), Bill C-356, An Act to protect contractors who disclose government wrongdoing, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:
-- by Ms. Phinney (Hamilton Mountain), one concerning euthanasia (No. 351-4052) and eight concerning crimes of violence (Nos. 351-4053 to 351-4060);

GOVERNMENT ORDERS
The House resumed consideration of the motion of Ms. Copps (Minister of the Environment), seconded by Mr. Anderson (Minister of National Revenue), -- That Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be now read a third time and do pass.
The debate continued.
Mr. Martin (Esquimalt -- Juan de Fuca), seconded by Mr. Chatters (Athabasca), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

``this House declines to give third reading to Bill C-94, An Act to
regulate interprovincial trade in and the importation for commercial
purposes of certain manganese-based substances, since, among other
things, the Bill does not take measures to compensate for the fact
that MMT-free gasoline would cause the fuel industry to burn more
crude oil, causing greater emissions into the atmosphere, while at the
same time increasing tailpipe nitrous oxide emissions.''
Debate arose thereon.
The question was put on the amendment and, pursuant to Standing Order 45, the recorded division was deferred until Monday, November 20, 1995, at 6:00 p.m.
The Order was read for the second reading and reference to the Standing Committee on Human Resources Development of Bill C-96, An Act to establish the Department of Human Resources Development and to amend and repeal certain related Acts.
Mr. Axworthy (Minister of Human Resources Development), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), moved-That the Bill be now read a second time and referred to the Standing Committee on Human Resources Development.
Debate arose thereon.
Mrs. Lalonde (Mercier), seconded by Mr. Bé1isle (La Prairie), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

``this House declines to give second reading to Bill C-96, An Act to
establish the Department of Human Resources Development and to amend
and repeal certain related Acts, because the principle of the Bill
includes no provision requiring the Minister, as part of that person's
powers, to award full and entire financial compensation to any
province wishing to exercise, fully and alone, jurisdiction over human
resources development.''
Debate arose thereon.
