The Order was read for the second reading and reference to the Standing Committee on Government Operations of Bill C-108, An Act to amend the National Housing Act.

Mr. Gray (Leader of the Government in the House of Commons and Solicitor General of Canada) for Mr. Dingwall (Minister of Public Works and Government Services), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Government Operations.

Debate arose thereon.

Presenting Reports from Committees

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 97th Report of the Committee, which was as follows:

      The Committee recommends, pursuant to Standing Orders 104 and 114, that the following Members be added to the list of Associate Members of the Standing Committee on Government Operations: Lee Wappel White (North Vancouver)

A copy of the relevant Minutes of Proceedings (Issue No. 53, which includes this Report) was tabled.

Motions

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Crawford (Kent), moved, -- That the 97th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The question was put on the motion and it was agreed to.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

Questions on Order Paper

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-209 on the Order Paper.


Pursuant to Standing Order 39(7), the following question was made an Order of the House for Return:

    Q-208 -- June 14, 1995 -- Mr. Hart (Okanagan -- Similkameen -- Merritt) -- With respect to the decision by the government to cancel the EH-101 Program, (a) what is the total cancellation cost the government must assume including (i) penalties paid to contracted companies, (ii) research and development costs incurred by the government, (b) what was the total cost the former government had allotted to spend on the EH-101 acquisition program including spare parts and pilot training and (c) how much was to be spent annually on the EH-101 Program during the lifetime of the program?

Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the Return to this Order. -- Sessional Paper No. 8555-351-208.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Dingwall (Minister of Public Works and Government Services), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), -- That Bill C-108, An Act to amend the National Housing Act, be now read a second time and referred to the Standing Committee on Government Operations.

The debate continued.

Mr. White (North Vancouver), seconded by Mr. Morrison (Swift Current -- Maple Creek -- Assiniboia), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-108, An Act to amend the National Housing Act, because the principle of the Bill does not address the issue of transferring the responsibility of Housing from the Federal Government to the Provinces.''

Debate arose thereon.

The question was put on the amendment and, pursuant to Standing Order 45, the recorded division was deferred until Monday, November 6, 1995, at the ordinary hour of daily adjournment.

At 1:22 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-343, An Act to amend the Criminal Code (arrest without warrant).

Mr. Thompson (Wild Rose), seconded by Mr. Ramsay (Crowfoot), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
