GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-5, An Act to amend the Customs Tariff.

Mr. Peters (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Mr. Gray (Leader of the Government in the House of Commons), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

After debate, the question was put on the motion and it was agreed to.

Accordingly, the Bill was read the second time and, by unanimous consent, referred to a Committee of the Whole.

Presenting Reports from Committees

Mr. Milliken (Kingston and the Islands), from the Standing Committee on Procedure and House Affairs, presented the 6th Report of the Committee, which was read as follows:

      Pursuant to its mandate under Standing Order 108(3)(a)(iii), the Committee has considered the prayer that is used in the House of Commons. The Committee recommends that the following form of prayer be adopted for usage by the House of Commons to supersede previous ones:

Almighty God:

    We give thanks for the great blessings which have been bestowed on Canada and its citizens, including the gifts of freedom, opportunity and peace that we enjoy. We pray for our Sovereign, Queen Elizabeth, and the Governor General. Guide us in our deliberations as Members of Parliament, and strengthen us in our awareness of our duties and responsibilities as Members. Grant us wisdom, knowledge, and understanding to preserve the blessings of this country for the benefit of all and to make good laws and wise decisions.

Amen.

[There follows a moment of silence for private reflection and meditation.]

Amen.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Health of Bill C-7, An Act respecting the control of certain drugs, their precursors and other substances and to amend certain other Acts and repeal the Narcotic Control Act in consequence thereof.

Ms. Marleau (Minister of Health), seconded by Mrs. Finestone (Secretary of State (Multiculturalism) (Status of Women)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Health.

Debate arose thereon.

MOTIONS

By unanimous consent, it was ordered, -- That the 6th Report of the Standing Committee on Procedure and House Affairs, presented to the House earlier today, be concurred in.
