The Speaker informed the House that, pursuant to the Act to amend the Parliament of Canada Act, Chapter 42 (1st Supp.), Revised Statutes of Canada, 1985, Mr. Silye (Calgary Centre) has been appointed a Member of the Board of Internal Economy to replace Mr. Harper (Calgary West).

Presenting Reports from Committees

Mr. Zed (Fundy -- Royal), from the Standing Committee on Industry, presented the 3rd Report of the Committee (Rebuilding Trust). -- Sessional Paper No. 8510-351-87.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

A copy of the relevant Minutes of Proceedings and Evidence (Issues Nos. 1 to 19 and 20, which includes this Report) was tabled.


Mr. Zed (Fundy -- Royal), from the Standing Committee on Industry, presented the 4th Report of the Committee (Bill C-43, An Act to amend the Lobbyists Registration Act and to make related amendments to other Acts, with amendments). -- Sessional Paper No. 8510-351-88.

A copy of the relevant Minutes of Proceedings and Evidence (Issues Nos. 1 to 19 and 20, which includes this Report) was tabled.

Motions

Pursuant to Standing Order 56.1(1)(a), Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), seconded by Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), moved, -- That, on Thursday, March 16, 1995, when proceedings pursuant to Standing Order 38 have been concluded, the motion to adjourn the House shall be deemed to have been withdrawn and the sitting shall be suspended until such time as the Chair may reconvene the sitting for the sole purpose of a Royal Assent;

That, immediately upon return from the Royal Assent, the House shall be adjourned until the next sitting day; and

Provided that, if no Royal Assent has been held by 9:00 a.m. on Friday, March 17, 1995, the House shall be reconvened for the sole purpose of being adjourned until 10:00 a.m. on that day.

The question was put on the motion and, fewer than 25 Members having risen to object, pursuant to Standing Order 56.1(3), the motion was adopted.

By unanimous consent, Mr. Boudria (Glengarry -- Prescott -- Russell), seconded by Mr. Milliken (Kingston and the Islands), moved, -- That, notwithstanding any Order of the House, any recorded division to be taken today during Private Members' Business be deferred until Tuesday, March 21, 1995, at 5:30 p.m.

The question was put on the motion and it was agreed to.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mrs. Gagnon (Québec), seconded by Mrs. Venne (Saint-Hubert), moved, -- That this House denounce the government for its insensitivity and its inaction regarding the adoption of concrete measures to promote the economic equality of women in federal areas of jurisdiction.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion, as amended, of Mr. Manning (Calgary Southwest), seconded by Mr. Speaker (Lethbridge), -- That, in the opinion of this House, the government should consider the advisability of amending the Canada Student Financial Assistance Act to include an income contingent loan repayment system in order to:

    (a) reduce the cost to tax payers of financing post-secondary education by reducing the number and dollar amounts of loans defaulted upon, by charging accumulated interest, rather than simple interest on defaulted loans, and by reducing the number and dollar amounts of collection fees for defaulted loans;
    (b) allow post-secondary students greater flexibility and fairness in financing their education through extended loan repayment periods based on a fixed percentage of individual income;
    (c) ensure that post-secondary institutions in Canada receive the funding necessary to maintain the high quality of services they presently provide. (Private Members' Business M-291)

The debate continued.

Mr. Valeri (Lincoln), seconded by Mr. Bevilacqua (Parliamentary Secretary to the Minister of Human Resources Development), moved, -- That the motion be amended by striking out all the words after the word ``system''.

Debate arose thereon.

At 6:13 p.m., pursuant to Standing Order 93, the Speaker interrupted the proceedings.

The question was put on the amendment and, pursuant to Order made earlier today, the recorded division was deferred until Tuesday, March 21, 1995, at 5:30 p.m.

MESSAGES FROM THE SENATE

A Message was received from the Senate as follows:

    ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-74, An Act respecting the supervision of longshoring and related operations at west coast ports, without amendment.

ROYAL ASSENT

The Speaker informed the House that the Honourable Deputy Governor General will proceed to the Senate today at 9:10 p.m., for the purpose of giving Royal Assent to certain Bills.


A Message was received from the Honourable Beverley McLachlin, Puisne Judge of the Supreme Court of Canada, in her capacity as Deputy Governor General, desiring the immediate attendance of the House in the Senate.

Accordingly, the Speaker, with the House, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that, when the Commons had been in the Senate, the Honourable Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bills:

    Bill C-46, An Act to establish the Department of Industry and to amend and repeal certain other Acts -- Chapter No. 1; and
    Bill C-74, An Act respecting the supervision of longshoring and related operations at west coast ports -- Chapter No. 2.
