(Ways and Means Proceedings No. 20)

Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Brien (Témiscamingue), moved the following amendment, -- That the motion by amended by deleting all the words after the word ``That'' and substituting the following:

``the House of Commons reject the government's Budget which
systematically off-loads the federal government's financial problems
onto the provinces; makes no provision whatsoever to ease the tax
burden of the middle class while
preserving tax loopholes for wealthy Canadians and large corporations;
and completely disregards the pressing needs of the unemployed and the
most disadvantaged who will bear the full brunt of additional cuts to
social programs.''
Debate arose thereon.
Mr. Manning (Calgary Southwest), seconded by Mr. Hermanson (Kindersley -- Lloydminster), moved the following sub-amendment, -- That the amendment be amended by deleting all the words after the word ``Budget'' and substituting the following:

``for its failure to eliminate the deficit quickly and decisively
within the life of this Parliament and by asking future generations to
bear the cost of fiscal irresponsibility.''
