GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-48, An Act to establish the Department of Natural Resources and to amend related Acts, as reported by the Standing Committee on Natural Resources with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Group No. 1

Mr. Caccia (Davenport), seconded by Mr. Assadourian (Don Valley North), moved Motion No. 1, -- That Bill C-48, in new Clause 6(a), be amended by deleting the words ``integrated management and".

Debate arose thereon.

Ms. McLellan (Minister of Natural Resources), seconded by Mr. Tobin (Minister of Fisheries and Oceans), moved the following amendment to Motion No. 1, -- That Motion No. 1 be amended by adding the following:

``; and

(b) by adding after the word ``resources" the following:

``and the integrated management thereof"."

Debate arose thereon.

The question was put on the amendment to Motion No. 1 and it was agreed to.

The House resumed consideration of Motion No. 1, as amended, -- That Bill C-48, in new Clause 6(a), be amended:

(a) by deleting the words ``integrated management and"; and

(b) by adding after the word ``resources" the following:

``and the integrated management thereof".

The question was put on Motion No. 1, as amended, and it was agreed to.

Group No. 2

Mr. Canuel (Matapédia -- Matane), seconded by Mr. Deshaies (Abitibi), moved Motion No. 3, -- That Bill C-48, in Clause 7, be amended by replacing lines 27 to 35, on page 3, with the following:

``7. The Minister shall cause to be laid before each House of Parliament, not later than the fifth sitting day of that House after January 31 next following the end of each fiscal year, a report showing the operations of the Department of Natural Resources for that fiscal year."

Debate arose thereon.

The question was put on Motion No. 3 and, pursuant to Standing Order 76.1(8), the recorded division was deferred.

Group No. 3

Mr. Deshaies (Abitibi), seconded by Mr. Canuel (Matapédia -- Matane), moved Motion No. 4, -- That Bill C-48, in Clause 27, be amended by replacing lines 13 and 14, on page 9, with the following:

``government of any province for forest protection and manage-".

Mr. Canuel (Matapédia -- Matane), seconded by Mr. Deshaies (Abitibi) moved Motion No. 5, -- That Bill C-48, in Clause 35, be amended by replacing line 39, on page 11, with the following:

``ter may, at the request of all the provinces".

Mr. Deshaies (Abitibi), seconded by Mr. Canuel (Matapédia -- Matane), moved Motion No. 6, -- That Bill C-48, in Clause 35, be amended by replacing lines 25 to 33, on page 12, with the following:

``plans under subsection (1), the Minister

(a) shall cooperate with the provinces;

(b) may enter into agreements with the government of any province or any department, branch or agency of such a government;

(c) with the agreement of the concerned province, may make grants and contributions and".

The House resumed consideration of the motion of Mr. Dupuy (Minister of Canadian Heritage), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), -- That Bill C-53, An Act to establish the Department of Canadian Heritage and to amend and repeal certain other Acts, be now read a second time and referred to the Standing Committee on Canadian Heritage.
