Statements by Ministers

Pursuant to Standing Order 33(1), Mr. Marchi (Minister of Citizenship and Immigration) made a statement.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Gagnon (Québec), seconded by Mr. Nunez (Bourassa), Bill C-277, An Act to amend the Criminal Code (circumcision of female persons), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Miss Grey (Beaver River), one concerning the Canadian Human Rights Act (No. 351-0861) and one concerning abortion (No. 351-0862);

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Langlois (Bellechasse), seconded by Mr. Caron (Jonquière), moved, -- That this House denounces the government for its refusal to set up a Royal Commission of inquiry on the illegal activities of the Canadian Security Intelligence Service.

By unanimous consent, the motion was amended to read as follows:

    ``That this House denounces the government for its refusal to set up a Royal Commission of inquiry on the alleged illegal activities of the Canadian Security Intelligence Service.''

Debate arose thereon.


The attention of the Speaker was drawn to the lack of quorum.

Accordingly, a count of the House was taken and there were less than twenty members present.

At 12:51 p.m., pursuant to Standing Order 29(3), the Bells were sounded to call in the Members.

At 12:52 p.m., a quorum was found and the Speaker ordered the ringing of the Bells stopped.


The House resumed consideration of the motion, as amended, of Mr. Langlois (Bellechasse), seconded by Mr. Caron (Jonquière), in relation to the Business of Supply.

The debate continued.

At 5:50 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

Mr. Axworthy (Saskatoon -- Clark's Crossing), seconded by Mr. Dubé (Lévis), moved, -- That, in the opinion of this House, the government should consider the advisability of re-affirming its commitment to seek to achieve the goal of eliminating poverty among Canadian children by the year 2000. (Private Members' Business M-261)

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.
