The Standing Committee on Citizenship and Immigration met at 3:31 p.m. this day, in Room 268, The Valour Building.

 

Members of the Committee present: Chungsen Leung, Costas Menegakis, Ted Opitz, Jasbir Sandhu, Devinder Shory and Rathika Sitsabaiesan.

 

Acting Members present: Jay Aspin for Joe Daniel, Andrew Cash for Lysane Blanchette-Lamothe, Arnold Chan for Hon. John McCallum and Earl Dreeshen for David Tilson.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; Sandra Elgersma, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Matt de Vlieger, Acting Director General, International and Intergovernmental Relations; Caitlin Imrie, Director General, Passport Operational Coordination. Department of Finance: Daniel MacDonald, Chief, Canada Health Transfer (CHT)/Canada Social Transfer (CST) and Northern Policy.

 

The Clerk of the Committee presided over the election of an acting Chair.

 

On motion of Costas Menegakis, it was agreed, — That Devinder Shory be elected Acting Chair.

 

At 3:32 p.m., the sitting was suspended.

At 3:33 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Fifth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Wednesday, November 5, 2014, to consider the business of the Committee and agreed to make the following recommendations:

1. That pursuant to Standing Order 108(2), the Committee undertake a study, as suggested by the Standing Committee on Finance in its motion adopted on Monday, November 3, 2014, of the subject-matter of clauses 172, 173, 183 and 184 of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures; and that, if it deems appropriate, the Committee sends recommendations or suggested amendments, by letter, in both official languages, to the Chair of the Standing Committee on Finance by 5:00 p.m. on Friday, November 21, 2014;

2. That the Committee invite officials from the Department of Citizenship and Immigration on Monday, November 17, 2014 for two (2) hours and hear from witnesses on Wednesday, November 19, 2014 on this study;

3. That the total number of witnesses be divided among the recognized parties according to their standings in the House of Commons: three (3) for the Government (Conservative Party), two (2) for the Official Opposition (New Democratic Party) and one (1) for the other opposition party (Liberal Party).

 

It was agreed, — That a proposed budget in the amount of $ 2,150.00, for the study of the subject-matter of clauses 172, 173 (Federal-Provincial Fiscal Arrangements Act), 183 and 184 (Revolving Funds Act) of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, be adopted.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, November 17, 2014, the Committee commenced its study of the subject-matter of Clauses 172, 173 (Federal-Provincial Fiscal Arrangements Act), 183 and 184 (Revolving Funds Act) of Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures.
 

The witnesses made statements and answered questions.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
